要旨

1.中国は自由貿易協定(FTA)の締結を積極的に推進しており、ASEAN及び香港との間に今後のFTA締結について合意し、交渉を開始した。

2.中国とASEANとのFTAは、貿易・投資の促進、10年以内の自由貿易の実施、メコン川開発など多岐にわたる。農産品など一部の品目の早期自由化は2004年から実施する予定。FTAに対して、中国は政治関係の改善と自国経済成長への促進効果を期待するが、ASEAN側は中国の高成長の恩恵を享受するなど、FTAによる経済的利益を重視する。FTAの実施により、中国とASEANの双方とも大きな経済利益を享受でき、相互間の貿易と投資が拡大し、経済成長が促進される。

3.「さらなる緊密な経済貿易協力の取り決め(CEPA)」と呼ばれる中国と香港の自由貿易関係は、物とサービス貿易の自由化、投資と貿易の簡素化を主要内容とする。香港はCEPAによる経済成長への促進効果を期待している。関税の撤廃、サービス業の早期対中進出は、香港のみならず、香港に進出する外国企業にも大きなメリットをもたらす。中国にとっても、CEPAを通じて香港経済を支援し、「一国二制度」を支えるのみならず、香港のビジネス機能を一層活用することができるようになる。

4.中国のFTA推進は、WTO加盟と同様に重要な戦略的意味を持つ。経済パワーをバックに、政治関係の改善や地域安保協力体制の構築など政治的目的達成にも寄与する。経済面では、FTAの実施に伴い、今後、中国は地域経済大国として、アジアの地域経済協力と経済統合により重要な役割を果す。

5.中国のFTAへのアプローチは、地域経済協力と経済統合を加速し、大中華経済圏の形成を促進し、アジア経済に大きな影響を及ぼす。中国のFTAは日本にも刺激を与え、日本はFTAに対する態度を積極化させた。アジアに展開する日本企業にとっても、FTAによりアジアにおける効率的な生産体制の構築が促進される。

SUMMARY

1.China is aggressively pushing ahead with the signing of a Free Trade Agreement (FTA) and agreement has been reached on the future signing of an FTA between ASEAN and Hong Kong, with negotiations already initiated.

2.The China-ASEAN free trade relations includes the promoting trade and investment, the realization of free trade within a decade and the development of the Mekong basin. Certain commodities, including agricultural products, are to be liberalized as early as from 2004. China anticipates that the FTA will lead to improvements in political relations and will stimulate her own economic growth. ASEAN in turn focuses on the economic benefits an FTA may generate in terms of letting the ASEAN countries benefit from China's rapid economic growth. The establishment of an FTA will confer substantial economic benefits both upon China and ASEAN. It will help expand mutual trade and investment and boost economic growth.

3.Free trade relations between China and Hong Kong under what is known as the Closer Economic Partnership Agreement entail primarily the liberalization of trade in both goods and services and the simplification of investment and trade. Hong Kong, for its part, expects that CEPA will have a boosting effect on economic growth. The removal of customs tariffs and the early expansion of the service sector into China promises significant merits not only for Hong Kong but also for the Hong Kong-based foreign companies. China also stands to gain in that it will not only uphold the One-Country Two-Systems order by supporting the Hong Kong economy through CEPA but also be able to make fuller use of Hong Kong's business functions.

4.China's commitment toward promoting the FTA has a major strategic importance for China, similar to her accession to the World Trade Organization. With the backing of economic power China can benefit from the FTA to achieve political ends such as the improvement of political relations and the establishment of a Regional Security and Cooperation System. On the economic front, China as a major economic power in the region will play an important role through economic cooperation in the Asian region and through economic integration when the FTA has come into effect.

5.China's approach toward the FTA will have a profound impact on the Asian economy by accelerating economic cooperation and economic integration in the region and by promoting the formation of a Great China Economic Zone. China's approach toward the FTA will also had a stimulating effect on Japan as Japan has adopted a positive stance toward the FTA. For the Japanese companies making inroads into Asia the FTA will give greater momentum to their establishment of an efficient production system in Asia.
