要旨

1.知識創造社会への移行に向け、インターネットの普及はどのような役割を果たし、また政府、企業、個人はそれをどのように活用すべきなのだろうか。本稿では過去の文献調査を基に、今後我が国がインターネットを有効活用して実現すべき知識創造社会の具体的なイメージの形成を行うと共に、新たな知識創造のプラットフォームとしてのインターネット上のコミュニティに関して、オープンソースコミュニティを中心に分析した。

2.知識創造社会とは「様々な分野の専門家が、所属する企業や地域といった枠組みを超え、それぞれの専門知識を高度化することのできる社会」といえる。知識創造社会の実現に向け、今後はインターネットを活用した高度なコンテクストを共有する個人間の情報交換が行われることが必要である。

3.本稿では『オープンソースコミュニティ』をインターネットを活用した知識創造のプラットフォームの代表的事例として分析した。オープンソースソフトウエアの開発者コミュニティであるオープンソースコミュニティは、新たなプラットフォームとして企業以上に有効に機能している。また、コミュニティにおける知識創造は、非経済的なインセンティブを基に行われているところに特徴がある。

4.コミュニティを活用して専門知識を獲得する個人や、オープンソースコミュニティを活用する企業は増加しつつあり、知識創造のプラットフォームとしてのコミュニティの活用は既に進み始めている。そして、企業組織ではなくコミュニティを知識創造のプラットフォームとして活用するための手段と外部条件は成熟しつつある。

5.知識創造社会を実現するためには、コミュニティによる知識創造の特徴である非経済的なインセンティブによって生まれた知識を経済的価値に変換することが、重要である。既に、コミュニティによって創造された知識を流通しやすくするためサービスとサポートに特化した事業を行う企業もみられる。今後、企業はコミュニティという新たなプラットフォームで創造された知識を実際の製品やサービスに結び付け、既に生み出されている知識からの財の生産量を増やす必要がある。

SUMMARY

1.Japan, like other developed countries, is on the way to Knowledge Creating Society. Then, what kind of role does the diffusion of the Internet play to realize the Knowledge Creating Society? And how the government, the corporate sector and the individuals should utilize the Internet to achieve the Knowledge Creating Society? Based on thorough literature review, this study developed a concrete image of the Knowledge Creating Society that would be achieved through the effective use of the Internet. This study also examined the role of the communities on the Internet by analyzing the Open-Source Community as a platform for the knowledge creation.

2.The Knowledge Creating Society is defined as the society "that various kinds of experts can advance their knowledge beyond the boundaries of the corporate organization or region to which they belong." To realize this Knowledge Creating Society, it will be essential that the individual experts who are sharing a sophisticated context of knowledge can exchange the information through the use of the Internet.

3.As a case of the individual expert's use of the Internet for knowledge creation, this study analyzed the nature of Open-Source Community, the community of Open-Source Software developers. And it is revealed that, as a platform of a knowledge creation, the Open-Source Community is often working more effectively than companies. The process of knowledge creation in this community is further characterized in that it is driven by non-economic incentives.

4.The individuals acquiring expert knowledge through the community and the companies using the Open-Source Community are steadily increasing. As a new platform of knowledge creation, the exploitation of community has already been in progress. This is attributed to the fact that the progress of IT and the change of external conditions to utilize the new platform are reaching maturity.
5.To realize the Knowledge-Creating Society it will be important that the knowledge generated through non-economic incentives of the community is converted to economic values. Companies should translate the knowledge created by the community into actual products and services and increase their output of goods from the knowledge stock that has already been generated.
