要旨

1.国立社会保障・人口問題研究所は、新将来人口推計を発表するにあたり、前回推計において1.61まで回復するとしていた合計特殊出生率の見通しを1.39に引き下げた。これは、わが国の人口が21世紀中に半減する可能性が高まったことを意味する。したがって、目下の緊急課題であるデフレ脱却と同時に、人口減少と高齢化という将来のハンディを克服し、日本の社会・経済が再び活力を取り戻すための政策ミックスを断行しなければならない。

2.人口減少対策として積極的な移民受け入れが提唱されている。しかし、移民受け入れよりも、国籍、年齢、性別を問わず勤労意欲と能力のある者が適材適所で働くことのできる仕組み作り、社会システム全体における自助努力のウエイトを高める仕組み作りの方が遥かに重要である。

3.経済財政諮問会議は、本年1月に「構造改革と経済財政の中期展望」を発表したが、相変わらず課題の列挙に終始し具体的ビルド策の提示ができていない。日本経済を新たな成長軌道に乗せるためには、各地方経済圏で新規雇用創出につながる産業レベルのグランドデザインを創案する必要がある。また、勤労者が自らの職能をバージョンアップし続けることを支援するために、教育投資費用に対する減税措置が求められる。

4.構造改革によりニーズの高い分野に効率的に財源が流れるようにするには、税制改革が重要である。また、高齢者を優遇しすぎている社会保障制度も見直さねばならない。公的年金の給付水準を15%カットすることにより積立金の25兆円返還が可能になり、これを活用すればトータルで増税にならない政策ミックスを構築することが可能である。

1.The National Institute of Population and Social Security Research announced the new future population projections for Japan, January 2002.Since the agency reduced the fertility rate prediction from 1.61 to 1.39, it is inevitable for the total population to decrease by half during 21st Century.Therefore, in addition to getting out of the current deflation economy, Japan must overcome the future handicap of depopulation and aging and implement the policy mix to revitalize the Japanese society and economy.

2.To accept more immigrant is advocated to offset the depopulation.However, it is much more important to establish a social system, in which every worker with high will and ability can get the right job without regard to nationality, age or gender and he is motivated to continue his self-help effort.

3.While the Council on Economic and Fiscal Policy announced [Structural Reform and Medium-Term Economic and Fiscal Perspectives], it continues to enumerate the problems without showing any concrete measure.To let the Japanese economy enter into the new growth trend, it is essential to make the industrial grand designs that create new employment opportunities in each regional economic area.

4.Tax system reform is necessary to create the efficient money flow into needs-oriented fields through structural reform.We should reduce the current high benefit level of the social security system.By 15 % reduction of public pension benefit amount, 25 trillion Yen of the public pension reserve asset can be paid back to active workers.With this scheme, it is possible to implement the policy mix that can avoid the tax increase as a whole even if consumer tax rate is increased.
